Abstract

Power transmission network must evolve to satisfy load growth with reliability and economic considerations. Furthermore, cascading transmission line outages might contribute to widespread blackouts. To respond to the risk of cascading line outages, regulations and policies force planners to consider N-1 security criterion in the transmission expansion. However, outages do not have the same probability and risk level. In this paper, we proposed a security-constrained transmission expansion planning (TEP) model with non-identical N-1 security criterion. To model the severity of each contingency, two performance indices, including post-contingency MW flow and voltage-reactive power, are formulated to account for probability and severity of individual contingencies. In addition, power system uncertainties are modeled with a data-driven approach that uses historical data obtained from phasor measurement units (PMUs). The proposed TEP model is implemented on the IEEE RTS 24-bus system. Simulation results illustrate the efficacy of the proposed model in order to cope with the high-risk contingencies.
